Since our last update, the RRA has continued to monitor the progress of the planning application for the St Martins Approach Car Park redevelopment, Ref 49461/APP/2025/3009.
In our earlier update, we highlighted that the Local Planning Authority (LPA) did not consult Historic England or the Greater London Archaeological Advisory Service (GLAAS) until 20 February, despite the application having been validated in January. This consultation was required so that both bodies could review the applicant’s Desk‑Based Archaeological Assessment (DBA).
We can now confirm that the RRA has obtained copies of the reports submitted to the LPA by GLAAS and also London & Middlesex Archaeological Society (LAMAS). These reports raise significant archaeological concerns. However, neither document has been published on the LPA’s planning portal, and residents therefore cannot view them. The RRA has raised this with the Planning Department and requested their publication, (up to today no response has been received)
We also understand that Historic England has responded to the LPA, but again, their response has not been uploaded to the public portal. We have written to the case officer requesting that all statutory consultee responses be made publicly available without delay.
In response to this lack of transparency, the RRA has taken formal action. We have submitted a request under the Environmental Information Regulations (EIR) to Historic England, requesting:
- The full consultation response from the Inspector of Ancient Monuments.
- All internal advice and assessments that informed their review.
- All correspondence between Historic England and Hillingdon Council regarding this site since January 2026.
The documents should be produced no later than 6th May. We will provide an update once we have them.
In addition, the RRA has raised concerns about highway implications. The application involves a new access to the public car park nearer to the junction with Eastcote Road. Under normal practice, the RRA believe that the applicant should have submitted a Transport Statement, swept‑path analysis, visibility splays, and a parking stress survey at the point of validation. None of these documents appear on the public portal. We have asked the LPA to confirm whether these were requested from the applicant.
The RRA will continue to press for transparency and for all relevant technical documents to be made available to residents.
