Victoria Road: New flats proposed despite previous refusal for a similar planned design

A new application has been submitted for 11–17 Victoria Road following last year’s refusal and dismissed appeal 

Erection of a ground floor rear extension and a three-storey extension (with the top floor set-in) above an existing single storey commercial parade to provide 7 residential units (2 x 1-bedroom, 2-person units, 4 x 2-bedroom, 3-person units and 1 x 3-bedroom, 5-person unit), incorporating private amenity space to all proposed residential units and alterations to the existing ground floor commercial premises at no. 17 to create a new self-contained residential access from Victoria Road (Ref 72104/APP/2026/827)

The RRA has reviewed the plans and found that the proposal is largely unchanged: it still includes a three storey extension above the parade and seven flats with the same overall height and massing.

Two previous issues have been addressed — the applicant has now provided a Tree Survey and Arboricultural Impact Assessment, and the unsafe rear access has been replaced with a new front entrance at No.17.

The main concerns remain unresolved.

The scale and bulk may still be considered excessive, the impact on neighbours at 9a Victoria Road is unchanged, and although an Air Quality Assessment has been submitted, it proposes no mitigation, despite the site being within Ruislip Manor (an extended Ruislip Focus Area), where Hillingdon’s policies require developments to actively improve air quality.
