Ruislip Town Centre Planning Update August 2026

Housing Growth in Ruislip

Ruislip continues to do its part in providing additional homes within the town centre. Following developments at 2 Midcroft (the site of the old petrol station and later a car wash) and 82–84 High Street (the former Lloyds Bank), a further 25 flats have been approved since the start of 2026 above or behind High Street shops, making efficient use of previously underused space.

Most recently, two major High Street applications were approved in July:

  • 54 High Street (former Barclays Bank): Approved at the July Planning Committee, this will provide 5 flats and a retained retail unit.
  • 122–124 High Street (Tesco Express): Approved on 2 July, this scheme allows the conversion of the vacant rear and upper floors into 6 residential flats, while the ground-floor Tesco remains unchanged. Importantly, the RRA welcomes the strict conditions attached to this approval. The developer is mandated to fully restore the first-floor High Street facade and pediment of this 1930s former Woolworths building before any flats can be occupied. Furthermore, the currently poorly lit alleyway between Tesco and Superdrug must be upgraded with new external lighting and security measures prior to occupation, greatly improving safety in the town centre.

Lidl’s Orchard Plans

In June, Lidl ran an informal pre-application consultation for a new food store at the former Orchard pub site on Ickenham Road. Around 5,000 households received a leaflet and a Freepost feedback form. This informal stage is now over.

Lidl has emphasised to the RRA that they are still working on their draft scheme and are analysing all the feedback before finalising any submission. It is important to note that no planning application has been submitted yet. When Lidl submits a formal application later in 2026, Hillingdon Council will run its own statutory consultation, and residents will be able to comment directly to the Planning Department.

Lidl’s previous application was refused in June 2025 on seven separate grounds:

  • Design & Heritage: Harm to the Ruislip Village Conservation Area and the loss of a locally listed building.
  • Loss of Public House: Failure to prove The Orchard had no viable future as a pub.
  • Retail Impact: Failure to prove an out-of-centre store wouldn’t divert footfall from the High Street.
  • Highways & Safety: Excessive parking, poor pedestrian/cycle safety, and risks at the White Bear roundabout.
  • Biodiversity & Trees: Loss of mature trees and a net loss to local wildlife.
  • Air Quality: Inadequate mitigation for emissions in an Air Quality Focus Area.
  • Planning Obligations: Failure to agree to mitigation for employment and carbon offsetting.

The burden is entirely on Lidl to demonstrate how their revised proposal overcomes all seven of these previous refusal reasons.

High Street Bingo Hall Appeal

A proposal for a 24/7 “Bingo Hall” Adult Gaming Centre at the former Santander bank (73 High Street) was refused by the Council, but the applicant (Sunni-Ed Limited) has now lodged an appeal (Appeal Ref: 10433).

The RRA is deeply concerned about the Council’s ability to defend this. In our objection, we provided accurate data proving Ruislip is not a 24-hour economy. Surprisingly, the planning officer’s report ignored our evidence, relying instead on obsolete data—such as citing the closing time of Tokyo Fizz, which actually shut down in January 2022. Furthermore, the noise impact assessment used flawed baseline data taken from Hammersmith.

The Council ignored our later request to correct these factual errors, leaving their refusal vulnerable to being overturned by the Planning Inspectorate. Across nearby areas like Staines, Ashford, and Hanwell, the Inspectorate has recently allowed similar appeals, ruling that Adult Gaming Centres are acceptable “evening leisure uses” that do not generate pub-style noise and bring activity to empty units. Hillingdon Council will need very strong evidence to defend its refusal here.

 

Systemic Planning Issues: The “10% Rule” and Poor Validation

Beyond individual applications, the RRA has been challenging wider procedural failures within Hillingdon’s planning department.

A key example is Policy DMH4, which exists to prevent the over-intensification of established suburban streets by limiting the proportion of dwellings redeveloped into flats to around 10%. Across multiple applications—such as at 32 Kingsend and 51 Pembroke Road—this policy has been calculated incorrectly or ignored altogether. In recent appeals, LBH completely failed to defend its own historic methodology, leading to a policy gap and widespread uncertainty that developers are now exploiting.

We have also seen a concerning drop in validation standards. For instance, an application at 47 Kingsend was validated using a 40-year-old location plan that showed neighbouring houses demolished decades ago. At 32 Kingsend, vital public evidence regarding a protected (TPO) Horse Chestnut tree was ignored, and at 25 St Martins Approach, works began before ecology surveys were completed, potentially destroying a bat roost. We will continue to pressure the Council to tighten its procedures and enforce its own policies.
