Flats above Ruislip Manor station parade approved, with a shop divided for access

Hillingdon Council has approved plans to build seven flats above the parade of shops next to Ruislip Manor Underground Station. The scheme is a three-storey extension, with the top floor set back, made up of two one-bedroom flats, four two-bedroom flats and one three-bedroom family flat.

The shops stay, but No. 17 shrinks to about 32 sq m to make room for a new residential entrance on Victoria Road. There will be no car parking, but 16 cycle spaces.

This was the second application for the site. An earlier scheme was refused and dismissed on appeal in November 2025, mainly because of the window design on the front and the rear-yard entrance. The approved scheme has a redesigned front elevation and moves the entrance to Victoria Road.

Proposed front elevation

Permission comes with 22 conditions. Some must be settled before work starts, including construction management, tree protection and drainage. Others cover external materials, privacy screens, rooftop plant noise, fire safety, accessibility and opening hours for the No. 17 shop (8am to 11pm Monday to Saturday, 9am to 10pm Sundays and Bank Holidays). Work must begin within three years.

The full decision and conditions are on Hillingdon Council’s planning portal.
