Motorcycle parking along Ruislip High Street has been an increasing problem for some residents, especially outside the takeaway restaurants where UberEats, JustEat and Deliveroo riders park. London Borough of Hillingdon announced this week that they intend to ban motorcycle parking within Ruislip town centre all along the High Street and adjacent in The Oaks and Ickenham Road.

Hillingdon’s ‘statement of reasons’ that accompany their consultation accompany the consultation explain:
The proposed changes to the pay and display parking regulations in Ruislip High Street are being introduced to address specific concerns related to motorcycle parking.
At the moment motorcycles are permitted to use pay and display bays, for the maximum time period. However, this has led to several issues, particularly during peak hours.
These changes are necessary for the following reasons:
- There have been numerous reports of motorcycles parking in pay and display bays, particularly numbers of delivery riders on motorcycles waiting to collect food from nearby establishments and rotating in the bays resulting in those bays being continually unavailable for car users. This has led to congestion for other users, and parking amenity being lost for other road users.
- This change to install new regulations will restrict motorcycle use of designated pay and display bays – ensuring more spaces are available for cars, which require more space.
- The pay and display system is designed to manage parking demand and ensure fair use of parking facilities. Motorcycles, which typically occupy less space, can utilise other designated parking areas, like Kingsend North Car Park, where the owner of the food establishment is currently looking into converting a space at the rear for collections. Having this option will encourage the drivers to park in the car park to collect food more efficiently. The motorcycle bay in Ruislip High Street will still remain, and this can be used.
These changes are part of the Council’s ongoing efforts to balance the needs of all road users while maintaining an accessible town centre.
Is that CONTRADICTORY?
The headline is that Hillingdon plan to “amend all existing pay & display parking bays to prohibit motorcycle parking within Ruislip town centre” but reading the detail, it says “The motorcycle bay in Ruislip High Street will still remain, and this can be used.”
There is an apparent contradiction between motorcycles being prohibited from using “all pay and display parking bays on High Street, Ruislip” and being able to use the “the motorcycle bay in Ruislip High Street”.
