Work has been completed, except for a few minor items and the inevitable snagging.

Modification work to the layout and curb alignment to mitigate traffic congestion is still continuing and is nearing conclusion.

New Lights, Victoria Road/Pembroke Road Junction – March 2008

The two problems reported last month have been sorted.

Ruislip High Street Refurbishment
Work is almost complete and should be finished very soon, although there will be the inevitable snagging.   I am concerned that the verge in St. Martins Approach is re-established and the road surface will need repair.    Please let me have any comments by 15th April, prior to the next project meeting.

Work is continuing on modifications to the layout and curb alignment to mitigate traffic congestion and is nearing conclusion.

New Lights, Victoria Road/Pembroke Road Junction

Two problems have been reported:

1.    If a motorist slightly over shoots the stop line, he/she cannot see the lights - there are no lights facing across the crossing.

2.    A pedestrian waiting to cross cannot see any lights other than the pedestrian lights (green man, etc.).   This means that pedestrians have to use the pedestrian lights or risk crossing at other times with no help from the other lights.   Always using the pedestrian controls will inevitably stop traffic unnecessarily.

We understand that TfL have been told to put them back to the way they were.   This should happen either this week or next.

Ruislip Gardens Station

Although not strictly on our patch, we have been made aware of a new BT advertising board on the south bound side of West End Road at Ruislip Gardens tube station.   Vehicles exiting from the station at the southern end, turning right to go north, are unsighted.

This comment has been passed on to Planning for further investigation.

Work is almost complete and should be finished by the end of this month, although there will be the inevitable snagging.   It is planned to resurface the stretch of carriageway between King Edwards Road and Ickenham Road at night week commencing 17th March.

White Bear Roundabout – March 2008

Work has started on modifications to the layout and curb alignment to mitigate traffic congestion.   It will continue until at least the middle of this month

Ruislip Station Access Scheme – March 2008

Modifications have been made to the entry/exit points of the three small roads off the north side of Kingsend.   Other work in the vicinity will follow on.

PETITION IN SUPPORT OF TRAFFIC SIGNALS

At a recent petition hearing the decision was that the Cabinet Member for Planning and Transportation (Cllr. Burrows):

 

1. Noted the issues raised in the petition and instructed officers to investigate the possibility of providing suitable pedestrian crossing facilities in Bury Street.

 

2. Does not support the installation of the traffic signals at the junction of Ladygate Lane and Bury Street, Ruislip in the light of advice received from TfL.

 

3. Agreed that a feasibility study be undertaken into establishing the best place for a crossing.

 

Kingsend South Car Park (Waitrose) – March 2008

PETITION REQUESTING THE CAR PARK TO BE INCLUDED IN RUISLIP “STOP & SHOP” PARKING SCHEME

TRAFFIC & PARKING Update Feb 2008

Ruislip High Street Refurbishment – February 2008
Good Progress - 
Work is progressing well on the west side of the High Street between Barclays Bank and WH Smiths.   It is planned to resurface this stretch of carriageway at night between 1st and 10th March and complete the whole project by the end of March.

Manor Way – February 2008
Pavement refurbishment and road resurfacing has been completed at the north end on the both sides of
Manor Way between Eastcote Road and Midcroft.   Work will proceed until the whole road has been brought up to the same standard, but this could be spread over several months/years because of budget limitations.

Eastcote Road – February 2008

The relevant Cabinet Member, after public consultation, has approved the introduction of waiting restrictions in Eastcote Road from St. Martins Approach to Manor Way.   These will basically prevent parking on the south side of the road during times of peak traffic flow.   Details can be found on the Council web site at: http://www.hillingdon.gov.uk/ctteedocs/new_executive_decisions/cab_planning/min_cab_planning_30jan08.pdf

Ruislip Station Access Scheme – February 2008

Work started on this scheme at the end of last month.   Initially modifications are being made to the entry/exit points of the three small roads off the north side of Kingsend Road.  In the consultation documents this work was referred to as "improved junction entry treatment and tactile paving", which I now find is engineer speak for "a sort of raised table and tactile paving" as recommended by council consultants.   As neither the local councillor nor I were aware of this at the time, the proposal went unchallenged and as work has already started it seems to be too late to do anything about it.   I have belatedly made it clear that I thought dropped curbs would have done the job at somewhat lower cost - a sledge-hammer to crack a nut!   Incidentally I note a fourth one on the drawing, across the small entry road off the north side of Pembroke Road, opposite Station Approach.

The budget for the whole of this scheme is £370,000, a major part of which will be spent on CCTV, and includes the resurfacing of Station Approach.   I do have further details.

Strategic Transport Matters – February 2008

Although there has been no recent meeting of the “North of the A40” group, Janet Rangeley made some interesting comments when making a presentation at last week’s Motorists’ Forum meeting.

There is Council interest in extending the Central Line to Uxbridge, and also in the proposal to extend the Met. Line from Uxbridge to Heathrow (rather longer term and may need the third runway to generate some action – my comment).

A sum of £30,000 has been allocated to carry out a feasibility study into alternative routes for heavy vehicles from the A40 to the South Ruislip industrial areas.   Janet also stated that TfL have said that the road under the railway at South Ruislip will definitely not be lowered – this is not an option.

Victoria Road – January 2008

The RRA is lending support to the Gazette campaign to improve safety in Victoria Road and I have passed on a number of possible options:

1.    Reduced parking along the road - probably a non-starter, as very few residents have access to off-street parking.

2.    20mph zones - may be possible close to schools, but unlikely on a major link road.

3.    Traffic humps - not favoured in Hillingdon. 

4.    Temporary flashing speed limit signs - Victoria Road is on the list for an installation, probably in May 2008.

5.    Widening of the road in Ruislip Manor High Street, similar to the work recently carried out in Ruislip High Street.

6.    I believe that much of the problem is due to large vehicles.   If this is so, then a relief link road from the A40 (close to the Polish War Memorial) to the South Ruslip Industrial areas would have a significant effect.   At present these vehicles travel up West End Road to Ruislip Station, turn right along Pembroke Road to Ruislip Manor and then turn right again down Victoria Road.   Not only does this affect safety, but it greatly increases road damage, pollution and transport cost.

7.    A petition could be raised, but specific proposals would be required.   A petition needs at least 20 signatures to be considered by the relevant Cabinet Member, in this case Cllr. Keith Burrows.

In addition to and separate from this, the Ruislip Manor Chamber of Commerce is discussing a proposal to request a “stop & shop” scheme, similar to that operating in Ruislip High Street.   I am planning to attend their meeting on Wednesday immediately before our meeting.

Ruislip High Street Refurbishment – December 2007
Good Progress - 
Work has almost  been completed on the east side of the High Street.   The only remaining paving work is on the west side between King Edwards Road and Ickenham Road.   Apart from resurfacing, operations have now been suspended for the Christmas period, until w/c 7/1/08.   Resurfacing will take place from King Edwards Road to the north end of the High Street from 4/12/07 for four nights between 7pm and 4am.   Additional disabled parking bays have been installed in some of the side roads.

Ruislip High Street Refurbishment
Good Progress - 
Work started at the north end of the High Street on the east side on 20th August, 2007.   Relaying of the pavement is proceeding now on the west side from The Oaks to the post office.   New railings have been installed from Café Rouge to the Harvester, including three ‘bells’ on the corner.

Traffic signals – Bury Street/Ladygate Lane
The Council has received a petition for the installation of these lights, following an earlier petition for the signals not to be installed.   The committee has discussed this situation and has decided, along with a number of local councillors, to recommend that these lights should not be installed.   Instead, a proposal has been made to the Cabinet Member for Planning and Transportation that a light controlled pedestrian crossing should be installed across Bury Street in the area of the bridge over the River Pinn.   The meeting that was scheduled for council officers to discuss the lights with the developer concerned has not yet taken place.

Eastcote Road/Bury Street
Proposals were submitted for an extension of the existing parking restrictions.   Following comments/objections, both schemes were modified.   The modified proposals for
Bury Street have been implemented, on the east side between the duck pond and bowling green.   For Eastcote Road at a meeting in June, it was decided to defer a decision on the introduction of the revised waiting restrictions pending a site visit to enable a visual assessment to be made.

Manor Way
Footway refurbishment has started at the north end on the west side.   I understand that there was local consultation to decide between paving or tarmac.   I note that paving is being laid which, because of cost, may restrict the area that can be done in the short term.

 

Park Avenue, October 2007
A resident has again raised the question of speeding in this road and how to stop it.   The Safer Neighbour Team have apparently so far not responded to a number of e-mails suggesting the use of a portable speed gun.   A temporary flashing speed limit sign may also be effective.

Ruislip High Street Refurbishment, October  2007
Good Progress - 
Work started at the north end of the High Street on the east side on 20th August, 2007.   The pavement has been completed to a point opposite the Post Office and work is proceeding up to Midcroft..

 

‘Stop and shop’ parking in Ruislip High Street, October  2007
Minor changes are being incorporated into the High Street refurbishment project.  The peak-time parking arrangements will remain as now, but with improved signs.   A number of business parking bays will be converted to disabled bays and additional pay-and-display bays, if funding can be found for meters, etc.

Strategic Transport Planning, September 2007 
There was a further meeting of the "Transport Issues North of the A40" group in September.   Main points of discussion were:

RAF West Ruislip – The land sale is expected to be completed at the end of October 2007 and traffic concerns will be dealt with early in 2008.   The site will contain around 490 housing units.

 RAF Eastcote – Awaiting the developer’s report on access on to Eastcote Road/ High Road.

RAF Uxbridge – Preliminary consultation has started.   There are likely to at least 1800 housing units built on this site.   It is a large site of 44 hectares, of which 27 hectares are available for building.

A40 Link - Both Cllr. Crowe and the RRA are still hammering away at a) a link road from the A40 to South Ruislip and b) access to RAF Northolt directly from the A40.

Eastcote Road, August 2007
Proposals were submitted for an extension of the existing parking restrictions.   Following comments/objections, both schemes were modified, and the revised recommendations have been approved.

A temporary flashing speed restriction/bend sign has been placed in Eastcote Road for east bound traffic approaching Fore Street.   It is expected that it will remain there for three months.   There is a second one in Joel Street.

 

 

Pedestrian crossing – Ladygate Lane, July 2007
Whiteheath Infant and Junior Schools have been looking at ways of making their pupils' journeys to school safer and have been encouraging more families to walk to school.   With help from LBH they have written a School Travel Plan.   Part of this plan included the  installation of a zebra crossing outside no. 77 Ladygate Lane.
