121 HERLWYN AVENUE
This case went to appeal on 15 September in respect of an
extension already constructed. A decision should be made in late December/early
January following an exchange of written statements and a site visit by the
Planning Inspector.
100 SHARPS LANE
A letter of objection has been sent supporting local residents concerns in
respect of an appeal against the council’s refusal to allow the retention of a
single storey self contained studio flat built without prior planning approval.
70/80 HIGH STREET
Agora’s application to transfer their amusement centre from no 70 to no 80 (a
bigger unit) was refused by local planners on 19 November as was their separate
application to turn the former Woolwich premises at 126-128 HIGH STREET
into a bingo hall which would have also included gaming machines. Watch this
space for appeals!
53 PINN WAY
Following the late withdrawal of a previous planning
application for a large rear and side extension a revised proposal has now been
submitted but which is still likely to attract objections by affected residents.
We wrote in support of residents objections to the original proposal and will
review this latest application.
101 HERLWYN AVENUE: We have
written to the Planning Inspector supporting the council’s original refusal of
this appnlication.
BLUBECKERS HIGH STREET
John has written to the local planners asking them to ensure that the proposed
improvements do not unfavourably impact in any way on the Conservation Area. We
have asked the council for clarification as to the treatment of the boundary
with Bury Street and Manor Farm and have requested that the disabled access be
approved by the Council’s Disability Officer.
RESIDENTS PLANNING FORUM
John and Mike attended this on 17 November when we were given a major sites’
update a presentation on sustainable housing with particular emphasis on
accessibility and a progress report on the drafting of the new London
Development Plan.

Mill Works, Bury Street
A letter has been sent to the Council commenting on the proposal for 83
homes. Particular concerns are density, height, elevational treatment, etc. We
understand the Conservation Panel are meeting the Planners in early November to
express their concerns.
70 & 80 High Street
A decision is still awaited on Agora’s applications on both sites which,
if approved, would allow the transfer of the Amusement Arcade from No 70 to No
80. We understand the delay is due to the Council requiring a legal agreement
ensuring that only one property is used as an amusement centre.
126-128 High Street (formerly Woolwich)
We have written to the Council expressing concern at the proposed
change of use by Agora from financial and professional use to a licenced bingo
hall. .
53 Pinn Way
The application for a large side and rear extension to the property
which, was submitted in May, was withdrawn just before the planning committee
meeting on 28 October. The application had been recommended for refusal.
Blubeckers Restaurant, High Street
External dining area, new boundary fencing, lighting and alterations to
front. Also Listed Building Application for internal alterations.
Proposed to review details and comment if considered appropriate.
Cannonsbridge Farm, Bury Street.
Application to extend the existing Listed Building consent for
demolition of existing Family Room and replacement with two storey rear and side
extension.

67 High Street (formerly Dallas) – Illuminated fascia and projecting signs.
Appeals
The appeal at 173 West End Road against the refusal of an additional
floor and new roof has been dismissed.

Residents Group Planning Forums
Following our recent enquiry these have now been resumed. The next one
is on 17 November and Mike and John will attend. Agenda items include
Accessible Hillingdon, Local Development Framework (UDP) and Major Sites.
We are also hoping to raise the need for some strategic planning to deal with
the effects of the development on the RAF and other brownfield sites.

Mill Works, Bury Street
Following the recent public exhibition, Ashill Developments have now
submitted a planning application. The proposal includes 35 semi detached/
terrace family houses, 36 one to three bed flats and 11 flats for people with
learning difficulties. The latter will also include a flat for an on-site
carer.

KFC’s latest proposal for shop front sign approved.

Part change of use from Financial & Professional to Class Assembly &
Leisure, for use as a licenced Bingo Hall. The application relates only to No
126 with a new entrance door to No 128, which presumably will continue in its
present classification.
The applicant, Agora, is the operator of 70 High Street and the drawing shows
6x4 and 3x3 clusters of machines.

The Appeal against the Council’s refusal of a block of 13 flats facing
onto Pembroke Road was dismissed.

Following our letter commenting on the proposed development, Ashill Developments
informed us they have modified the layout, including a reduction in the number
of homes (now 84). Further discussions are planned with Council officers before
a public exhibition of their proposals on 02 September in St Martin’s Church
Hall. Preview session 2.00-4.00pm and public session 4.00-8.00pm.

Amusement Arcade, 70 & 80 High Street
Although a decision was due by the 26 May the application to move the
Amusement Arcade from No 70 to No 80 is still under consideration.
56-58 High Street
Following the recent refusal of a new shop sign spanning both premises
KFC have submitted a revised application. This appears to be similar to the
previous application and we are therefore proposing to object again.
157-161 High Street
The Appeal against the Council’s refusal of a block of 13 flats facing
onto Pembroke Road is due to be heard on the 26 August. Mike Hodge hopes to
attend on behalf of RRA.
St Martin’s Church, High Street
The two applications for various signs were withdrawn on 02 July.

A letter was sent to the Planning Department supporting residents’
objections to the oversized side and rear extension. A decision was due by the
22 July but the application is still under consideration.
76-78 Victoria Road
Change of use from Class A1 (Shops) to Class D2 (Assembly/Leisure) for
use as a Gymnasium.
173 West End Road (Care Home)
A letter was sent to the Planning Inspectorate supporting the Council’s
refusal of the reconstruction of the roof to create an additional floor.
121 Herlwyn Avenue
An Appeal is currently in progress against the Council’s Enforcement
Notice relating to an unauthorised side and rear extension. An application has
now been submitted for a Certificate of Lawfulness for a front extension.
2 Glenhurst Ave
Local residents have expressed concern at what they believe to be the
unauthorised sub-division of the property and concreting over the front garden.
We have suggested they register their concerns with the Planning Department and
advise us of the outcome.

56-58 High Street - The proposed new KFC house sign spanning both premises
was refused.
Berkley House, Bury
Street - New block paved parking forecourt approved. However fairly strict
conditions have been applied in respect of the measures required protecting the
existing listed trees.
St Martin’s Church, High Street - Letter sent to
the Council commenting on the obtrusive nature of the flag sign over the lych
gate.
New Applications
16-18 Kingsend – Conversion and extension of existing
dwellings to provide 3x 1 bed and 8 x 2bed flats. An additional application for
Conservation Area consent has also been submitted. It is proposed that we
liaise with Sue Browne as to whether any comment is required from the
Association.
53 Pinn Way – A large two storey side and rear
extension. A resident has expressed concern at the size and ultimate use of the
enlarged building. It is proposed to send a letter of comment to the Council.
67 Dartmouth Road – two storey semi detached house.
Appeals to the Planning Inspectorate
157-161 High Street (Pembroke Road frontage) – Against
the Council’s refusal of an application for 13 flats. We have written to the
Inspectorate reiterating our original objection and supporting the Council’s
refusal decision.
173 West End Road – Against the Council’s refusal of an
application to reconstruct the roof as an additional floor. It is proposed to
send a letter to the Planning Inspectorate supporting the Council’s decision as
the proposal would be over dominant on the surrounding properties.

70 & 80 High
Street
Letter sent to the Council objecting to the proposed transfer of the Amusement
Arcade from No 70 to No 80.
Concern has also been raised that the applicant has not yet complied with
Condition on the original approval i.e. in respect of the shopfront. The
Council’s Enforcement Team has advised us they are monitoring this pending the
outcome of the current applications.
56-58 High Street
Letter sent to the Council commenting on the
impact the proposed new KFC house sign would have on the Conservation Area.
41-55 Windmill Hill
The developer is proposing to replace one underground parking space with a pump
room, which is apparently required due to low water pressure on the site.
It is claimed that the remaining parking places would still be within the
Council’s standards for both residential and commercial elements of the
development.
The applicant is also reporting that terms for a 15-year lease have been agreed
with Dreams plc for the retail units.
11A Sharps Lane (Conservation Area)
Application to cover red brick elevations with off white render.
Proposed Mobile Phone Mast
A letter of objection on behalf of concerned local residents has been sent in
respect of a proposal to erect an 11.5 metre mobile phone mast near the junction
of Breakspear Road and Fine Bush Lane.

Ruislip Golf Course, Ickenham Road
Although the Council website is showing this application as still under
consideration, we have been informed by Cllr Corthorne and the Planning
Department that Top Golf have withdrawn the application.
RAF Uxbridge
Following the adoption of the Council’s Supplementary Planning
Document for this site the developer, VSM Estates Ltd, have arranged a public
exhibition showing details of their proposed redevelopment. This will be
at St Margaret’s Church, Windsor Street, Uxbridge from 12 noon-8pm on Friday
15 May, and between 10am-3pm on Saturday 16 May.
70 & 80 High Street
Ablethird are proposing to relocate their
current Arcade operation at No 70 to the vacant premises at No 80 ( formerly
SupaSnaps). The principle of an Amusement Arcade in this Parade was
established on Appeal in July 2006. However the site has recently been
included in the extended Conservation Area. Also it appears that a
condition of the original consent relating to the shop window was never carried
out.
56-58 High Street
In September 2008 the Council granted consent
for the incorporation of No 58 (formerly Ocean) into the Kentucky Fried Chicken
at No 58. An application has now been submitted for a new shopfront and
signage to both premises.
Berkley House, Bury Street
A letter has been sent to the Council commenting on the impact the proposed
front area parking would have on the street scene and the existing listed trees.

Ruislip Golf Course, Feb 2009
On the 15/12/2008, Top Golf Limited submitted a planning
application to Hillingdon council. Details can be found at;

The details of this application centre around the
replacement of part of the existing Golf Course at Ruislip, notably the existing
16th and 17th holes and significant parts of the existing
10th and 15th holes, with a vast two storey building and
range housing a Top Golf gaming facility.
We have spoken to Pat Lomax (Ladies Club Captain)
who tells us that club members are not happy about the
proposal. The club was
founded 1936 and has 180 members, including a flourishing youth
section. It also provides "Pay and
Play" facility for the general public. The club is
affiliated to the National Association of Public Golf Courses. Both adult and
junior sections have been successful in the Association's
competitions.
The existing Clubhouse is
operated by the Spirit Group (a
subsidiary of Punch Taverns), who sub-let a room at no
cost to the Club. There has been no
prior consultation by the council with the Club,
although a Cabinet decision dated 20/03/08 agreed to
discussions with Top Golf and assumption of £5-6m
expenditure. The first the club knew of the application was when a member
received a letter informing neighbours in Hill Rise. The
20/03/08 decision also included an agreement to let
the management of the existing course to Mack
Trading. This is now operating. The agreement included a break clause to
allow for a possible lease to Top Golf, in which case
the area subject of the lease would be adjusted. In the event of agreement not
being reached with Top Golf, the council would invite
Mack to upgrade existing facility at a
cost of £350k. The Spirit Group
are believed to have recently spent £1m on
improvements to Clubhouse/Restaurant building.
The Club view is that loss of 4 holes will render the
club unviable. So rather than upgrading or improving
a facility the proposal would destroy one.
Top Golf is an entertainment facility rather than a
sporting one. Apparently their facilities provide food
and drink at the driving bays. The going rate for
100 balls at Ruislip Golf
Club is £4 whilst it is double this
at Top Golf. Another concern is the ecological
impact. Apart from the loss
of mature trees, some
which are over 50 years old, there would also be a detrimental effect on the
local habitat as a result of replacing natural grass with astroturf.
Government policy in the new Local Development Framework encourages
consultation by developers at an early stage. Both Wimpey
and Cala Homes have done this on the RAF sites at Eastcote and Ickenham. Yet
this planning application is for an important
local site in the Green Belt and there has been no prior consultation.
